Submission: Stage 4a Release – Place allocation, obligations and funding for Providers

The National Aboriginal and Torres Strait Islander Ageing and Aged Care Council (NATSIAACC) has made a formal submission in response to the Australian Government’s Stage 4a release of new aged care rules. These rules, set to take effect from 1 July 2025, introduce critical changes to place allocation, obligations and funding for Providers.

NATSIAACC’s submission highlights deep concerns about the risk these reforms pose to Aboriginal and Torres Strait Islander Aged Care Providers. Without urgent action—clearer guidance, targeted funding, and culturally appropriate flexibility—many community-led services may struggle to survive.

NATSIAACC’s submission is grounded in direct consultation with providers and advocates for:

  • Culturally safe implementation of provider suitability and reporting rules.
  • Recognition and inclusion of cultural care indicators.
  • Exemptions or adaptations for mobile and outreach-based care models.
  • Tailored support for under-resourced providers.
  • And protections against the harmful impacts of co-contribution requirements.

We urge the Department to not just consult with us—but to act with us. The future of Aged Care must be one where Aboriginal and Torres Strait Islander Elders and Older People are not only included but empowered to lead.
